The 'restriction' is to guide people into 'going green' and with a diesel engine, one can actually grow their own fuel.

I like the idea minus the restrictions. In this day and age a lot of our kids are growing up but not leaving home. Instead building onto the existing property (where applicable) and supporting/assisting their parents. As such, they should be allowed to purchase their own car no questions asked.
The only consideration would be the plot of land and if it can accommodate the second vehicle.

Electric or Diesel Hybrid.
Size restriction on the second vehicle - cant have two of the largest class.
