• Paragraph 22 of Schedule 4 of the Bermuda Cannabis Act needs to consider intoxication by second-hand consumption of cannabis, what is the threshold for intoxication in this circumstance.
• The misuse of cannabis is referenced throughout the Bermuda Cannabis Act as an offence, but no clear definition is available for “misuse” therein or in the Misuse of Drugs Act.

Major penalties should be subjected to higher penalties but never jail time.
If someone is not meeting the requirements of a license and is non compliant their license can be revoked and they would need to apply again.

The ideal is the minimalizing of penalties. With regards to what has already been officially proposed, I would suggest that any amount being considered for either allowable possession or qualification for expungement should be based on the nominal amount, rather than the actual amount. A person shouldn't miss out on this opportunity simple because what they purchased (eg. in the case of a 7 gram "quarter") is/was technically over the weight criteria. That's actually good business ethics on the part of the dealer...

In an true green economy penalties and deterrents would be written to maintain quality control of the product, manage the labeling process of all cannabis component products from seed to sale and ensure that all cannabis edibles and indigestible/vapes meet stringent health and safety requirements to ensure safety from cross contamination, allergens, pollutants etc.
The current version of this legislation seems to view cannabis from the same age old, schedule 1, failed war on drugs mindset. There clearly has not been a paradigm shift, as far as making a market and protecting the consumer to ensure they receive quality product. Revise penalties with a consumer protection mindset rather than a misuse of drugs mindset.

GOOD DAY DEAR GOVERNMENT, LISTENING TO THE NEWS TODAY TUESDAY, JUNE 30, 2020 I HEARD THE RULES FOR NOT ALLOWING PERSONS WHO HAVE CHILDREN TO APPLY FOR A PERSONAL LICENSE.
I ASK YOU TO PLEASE MAKE SENSE OF THAT RULE COMPARING THE ALLOWANCE FOR ALCOHOL AND CIGARETTE CONSUMPTION IN HOMES WITH CHILD/CHILDREN IN OCCUPANCY.
ALSO $750 TO CULTIVATE 6 PLANTS IS ENTIRELY WAY TOO HIGH. WHY IS THERE A FEE FOR PERSONAL CULTIVATION AND THE PERSONAL CULTIVATOR CANNOT MAKE A PROFIT?
I PERSONALLY THINK THAT PERSONAL LICENSE FOR CULTIVATION AT $750 AUGHT TO BE ALLOWED TO SELL TO RETAIL AND INDIVIDUALS FOR PERSONAL PROFIT.
THE DETERMINATION OF HOW MANY PLANTS THAT CAN BE MANAGED BASED ON ADEQUATE SPACE AND IF THE SPACE IS RENTED OR PERSONALLY OWNED.
IT SEEMS LIKE WHAT I'VE HEARD ON THE NEWS TODAY HAS BEEN SET IN PLACE AS AN INDIRECT WAY OF SAYING THAT LEGALIZATION IS NOT GOING TO BE PERMITTED AFTER MANY MONTHS OF SUGGESTING THAT LEGALIZATION IS THE WAY TO GO.
THE REASONS FOR NOT LEGALIZING CANNABIS IN WHAT IS BEING CONSIDERED "THESE MODERN TIMES" IS DEFINITELY UNFATHOMABLE AND A CONTRADICTION TO ME AND I WANT TO SAY TO ALL CANNABIS SUPPORTERS.
WHO IS THE GOVERNMENT REALLY AND TRULY LISTENING TO?
IS THE DECISION MAKING BEING MADE BY CANNABIS OPPOSERS WHO IN THIER THOUGHTS THINKING THAT THEY'RE BEING LENIENT IN THE DECISIONS REGARDING CANNABIS?
CAN NOT STRESS ENOUGH HOW IMPORTANT IT IS FOR THE NEED OF EDUCATED CANNABIS SUPPORTERS SPEAKING ON HERE!

I believe the cannabis penalties to be too severe. The use and sale of cannabis should be liberalized, allowing for the freedom of use.
Cannabis should have similar penalties to cigarettes and alcohol. The penalties will limit innovation in the Bermuda market and even grant favor to foreign entities with more experience in setup in these markets. As seen by the Electricity, Electronic Communications and Banking sector the more regulation and penalties there are the slower the market moves. The revenue potential of this market can help many Bermudians but penalties can stifle the desire to participate.
