Bermuda Rent-to-Restore Housing Initiative
Purpose
The Bermuda Government could create a program that connects owners of derelict or abandoned homes with individuals and families who want to rent-to-buy. This would help restore empty properties, create more housing opportunities, and give Bermudians a pathway to homeownership.
The Main Idea
Many homes in Bermuda are sitting empty, damaged, or neglected because owners may not have the money, time, or interest to repair them. At the same time, many people are struggling to find affordable housing or cannot qualify for a traditional mortgage right away.
This program would allow approved renters to move into these homes under a structured rent-to-buy agreement, with part of their monthly rent going toward eventually purchasing the property.
How It Could Work
The Government would create a registry of derelict homes whose owners are willing to participate.
Property owners would list their houses with the program. The Government or a housing authority would inspect the property and estimate the repair costs.
Approved applicants would apply to rent-to-buy the home. They would need to show that they have steady income and are committed to maintaining the property.
A formal agreement would be created between the owner and the applicant. This agreement would include:
- The monthly rent amount
- How much of the rent goes toward the purchase price
- The timeline to buy the home
- Who is responsible for repairs
- The final purchase price or valuation process
- Protections for both the owner and the renter-buyer
Restoration Support
To make the program successful, Government could offer support such as:
- Low-interest renovation loans
- Small repair grants
- Duty relief on building materials
- Partnerships with local contractors
- Training opportunities for young Bermudians in construction, plumbing, electrical work, and landscaping
- Tax incentives for property owners who participate
