The proposed framework provides an important foundation by clarifying how Earth Station operators would be licensed, how spectrum would be managed, and how compliance, cybersecurity, data protection, and public-interest obligations would be addressed. That regulatory clarity is necessary.

However, if Bermuda’s wider goal is to use this sector to support economic diversification, then the licensing framework should be supported by a clear investment-readiness model.

Bermuda should be able to show prospective operators not only how to apply for a licence, but how to navigate the full system. Is there a supported implementation team that can provide a process map showing the route from initial inquiry through licensing, site review, technical assessment, environmental and planning considerations, approval, compliance monitoring, and reporting?

The core idea is that Bermuda should not only ask, “Can this operator be licensed?” It should also ask, “How does this activity help build Bermuda’s long-term space and satellite ecosystem?”
