Open resorts on all inclusive basis only, to the tourists. Provide everything on resort so they don’t need to leave the resort, until this passes.

Some tourists are happy to not leave a resort (like in Jamaica) - the conditions of incoming tourism could be on resort only basis.

Bermudian residents then need not worry about income tourists so much.

Hospitality staff would likely wear PPE.

Hotels don’t have to run a full capacity to keep to social distance guidelines.

Restaurants could be segregated, tourist seating area and locals seating area.

Public beaches only to locals this year, or perhaps also tourists one side - locals the other.

An idea might to encourage (or offer incentives or directions) for visitors to stay predominantly in certain locations, areas, beaches and so on, giving locals peace of mind that there are certain areas where tourists will be hanging out and others where there is less risk of mixing with visitors. This may also work for the visitor too. This already happens to some extent, but Dockyard, St George's, Horseshoe bay, Snorkel park and Tobacco bay come immediately to mind. Also days of the week similar to that for locals, e.g. Shopping day in Hamilton for visitors on Wednesdays- special offers at the following stores:... Tours could be offered via the water: tour boats picking up at various hotels or smaller docks, rather than in Hamilton, Albuoy's Point etc. necessitating use of public transport. Similarly tour buses or minibuses taking groups to museums, caves, aquarium, botanical gardens tours, beaches, rather than leaving visitors to make their own arrangements.
    Some folk just want to travel somewhere hot and are quite happy to stay on one resort without ever leaving it. People just want a break in the sun. Bermuda can offer this without compromising people.
