I do not know if these vessels are paying Bermuda a tax or maritime "levy" for trolling hundreds of thousands or millions of tons of our marine life caught up nets and hooked lines.

They are Japanese, Chinese and Taiwanese (Asian fleets).. Sometimes they are so many miles away from Bermuda and linger around for weeks or months with tons of marine life...
