Clause 13 – Rent Increases – “having regard to market conditions” is vague and unclear. Rent increases should be capped at 3% to provide certainty for tenants or otherwise make an application to the Rental Tribunal in the event of exceptional circumstances.

 Clause 15/34 – Security Deposits - The proposed act provides that the “landlord shall provide the tenant with a written itemized statement of any deductions made, along with any remaining balance of the deposit”. The landlord should provide itemized invoices for any deductions as proof otherwise this section remains open for Landlord abuse.

 Clause 16 – the landlord is also required to keep in repair the interior of the house or apartment when damage is not caused by the tenant. This should be made clear.

I agree with your comment re Clause 13. Utilizing a percentage cap is helpful than having a landlord arbitrarily raise the rent, which they may use as a tactic to get rid of a tenant.

    Regarding clause 15/34 on security deposits, some landlords have a very close relationship with some tradesmen and can get them to provide exaggerated invoices, so that they can have 'proof' of deducting most or all of the tenant's security deposit. This is done more often than we may think.
      If rent above a certain %, there should be an independent review process
