Deal with the removal of abandoned sunken vessels which are unsightly and have a negative environmental impact on our shorelines.
Develop scheme for entrepreneurs to lead the removal and proper disposal of abandoned sunken vessels (at their cost) in return for the entrepreneur to takeover responsibility for the abandoned mooring. The benefit is no cost to government (except legal ads warning of vessel removal) and the return of annual mooring registration fees to the government for the associated abandoned mooring.
Also consider the installation of several small floating walk-on docks in various secured areas by entrepreneurs to allow more dense mooring of boats. Boat owners would still need punts to access the floating docks. The benefit is no cost to government while adding additional boat moorings in closed locations which in turn will increase mooring registration revenue.
