Marv's Ideas to help Bermudas's Economy

Good day,
Here are some ideas that I (Marvin L. W. Burchall) would like to propose to the Government of Bermuda to help with the stimulation of Bermuda’s economy post COVID-19 stay in place.
Within the coming weeks I feel that it would be of great benefit to the Government of Bermuda and its people if they were to setup a variety of agricultural markets in conjunction with ALL (if not a select group) of Farmers, Horticulturist, Arborist and Fishermen.
Here are a few of my ideas;
1. An unprecedented network of greenhouses ISLAND WIDE (even the uninhabited islands) with the sole objective of making this country reasonably sustainable and dependable upon its self when it comes to providing produce for all of the people (as many as possible) in Bermuda. In addition, those familiar with gardening can assist the public (civilians) in cultivating home gardens to promote a healthy sustainable lifestyle backed by their very own home-grown food.
2. Setup a few fish farms if possible (as natural as possible). Reason behind this thought is to grow the marine life in Bermuda (endemic species of fish, lobster, etc etc) Also, while on the subject of the fisheries in Bermuda, SET UP A CLUSTER (see Sir John Swans' plan) of Fish Markets... ie:Eastern Market, Western Market, and HAMILTON (Front Street).
3. Finally, LEGALIZE IT!!!!! Set up an infrastructure of grow fields, grow houses(hydroponics), green houses, storage facilities, and dispensaries. All to serve the purpose of having medicinal and recreational use of MARIJUANA LEGALIZED. This in turn will provide jobs, (FARMERS, HORTICULTURIST, ARBORIST, LABORER, PROPRIETOR, and SECURITY PERSONNEL). In addition to providing jobs, the legalization of Marijuana can benefit our sick people of Bermuda, discourage anti-social behaviour, and encourage on new style of tourism.
