One of the reasons our roads are so congested is because we don't have a good public transport system. Our current system uses large buses that are only able to go on the main roads: North Shore, South and Middle Roads with the odd jaunt up Cedar Hill, Sound View Road and Ord Road. Often these large buses are traveling nearly empty outside of commuting/school end hours.
Instead, have a network of small and large buses. Small buses can run along the smaller roads and drop passengers to the main roads frequently during commuting hours and less frequently outside of commuting hours. Smaller buses can also service the main roads outside of commuting hours.
Ensure that all buses have some capacity to carry not only passengers but also their shopping and baby strollers.
