While there has been some movement there should be additional services which can be paid for online. e.g parking tickets. The role of the cashier could be to reconcile payments with records as well as work to be sure the police / traffic warden records match.
On the same token, the traffic and ticket process should be in one system. The police should not have a different system from the payment system. As it stands payment can go unnoticed for months, so there is less revenue for the govt. Additionally, there is less of a chance that a paid ticket is not reconciled leading to an incorrect warrant.
