- The number of private vehicles to be able to be licensed at an assessment number should be increased to 2 vehicles. This is an easy amendment to make in terms of legislation and should result in a short term increase in motor vehicle sales, increased revenue for vehicle licensing for the Government, insurance revenue, vehicle maintenance, etc. Whilst I appreciate the potential for more vehicles on the road causing an increase in congestion on the road / trouble parking in town on 'busy' days, I don't think that this would actually materialise. The majority of 2nd cars will likely be smaller and even more likely electric due to their increase in popularity but this change in legislation should not restrict the type of car.
- Vehicle testing should be charged even if the vehicle fails an inspection. Currently, a vehicle can be tested and failed as many times as necessary before obtaining a final 'pass' inspection. The charging for failed tests (on final payment of license fee) will potentially generate some revenue but may also increase the efficiency of the testing process. Revenue for garages may also increase as vehicle owners may be more likely to perform maintenance prior to a test rather than waiting to find out what's wrong and then fixing the 1 issue.
- Parking Tickets issued to vehicles should be notified (electronically) to TCD and licenses not issued if they are outstanding. This will force the settlement of parking tickets on at least an annual basis for license holders, increasing cash flow, and also help reduce the number of offences in the long term.
- There are a number of vehicle license plates that are no longer used as the original holders did not renew or the vehicle is no longer road-worthy. Whilst not a large revenue generator, the option to purchase an old license plate number should be made available, say at an extra $100 fee (or more). Vehicle license holders should also be able to transfer their license plate number if they wish to sell their number to another party. Potentially a % fee applied to the private transaction can be charged, collected by TCD on licensing.
