A printed receipt should be provided in exchange for any formal document, such as birth certificates, marriage certificates and so on, that must be submitted as part of many application processes. As it stands now, one is often left with nothing tangible to show a chain of custody.
In this age of financial compliance it is frankly astonishing that this simple and obvious step is missing from so many government transactions.

There are multiple examples of how logging of paper transa tions can be tracked.
In the same manner that USPS, FedEx and others track parcels, the same can be done for paper documents.
The government still sends paper bills for clients who subscribe to their water supply. It's as though they haven't heard of emails!
