Racquet facilities and cafe

Expand and improve maintenance of tennis facilities - this includes adding courts to tennis booking system (used by national stadium as an idea) and include pickelball courts (if possible) to allow for more consistent use of courts, define Admiralty house as Racquets club/location and drive increased traffic.

Adding a small cafe (with limited menu and coffee/beverages) also adds to consistent traffic/use for the park and supports tourist and local utilization with another leased building which allows for further revenue to government.
