Reconstruct the use of assessment numbers to allow sharing a rented home.

Good day. As we know, only one private car is allowed per assessment number. I would like to propose an idea that would help to ease the cost of living when renting, especially for mature, single people. For example, three mature, single women may choose to rent a three bedroom place together. This would diminish rental costs and other bills for each individual. Each have a car, but only one car is allowed for the assessment number. Can the law be changed/amended whereby assessment numbers be attached to each bedroom in the home, rather than the house? Each car is already licensed and on the road, so there will not be any additional vehicles on the roads. Perhaps look at each separate case. This idea is geared toward mature, single women who have raised their children, are still working and find themselves living alone. Sharing living expenses would be financially helpful, especially during and after this difficult pandemic time.
