Reduce inconsistencies in the application of government services

Government as a whole is unecessarily inefficient because of the perceptions that If efficiency is achieved, job losses will occur.

• Job requirements are under-inflated and often two or three individuals perform a task usually accomplished by one person.
• Overinflation of responsibilities, no written policies and poirly trained staff results in extra steps added to basic functions. The added steps compensate for shortcomings that come from the 3 stated issues. Something as simple as computer literacy causes red tape because heads of department allow for inefficiency to rule public administration versus providing a remedy to the problem, which in this example, is a lack of computer literacy
• Under-inflated job responsibilities create the same effect
• Heads of departments either are ill-equipped to conduct strategic restructuring of department functions or hamstrung by micro-management from ministers due to political agendas.
• Use of written ledgers instead of excel spreadsheets - time consuming and inefficient. Record keeping is manual which again if lost, or misplaced, there is only one record of a document in paper form rather than on a shared drive which are commonplace in modern offices for nearly 30 years.

Upgrade the public administration to perform based on modern techniques and repurpose staff roles to compensate for reduction in the need to perform redundant functions in order to reduce potential job losses.

The departments offer some of the greatest inefficiencies in government due to outdated procedures that do not serve the Bermuda of today.

The bigger issue is that the Government has funded a Central Policy Unit and internal auditors for long enough to have a better handle on modern public administration.
