I would like to see the draft bill include matters around rent deposit returns to the tenant in detail and in particular, define the term 'natural wear and tear' of the rental apartment. It is a common excuse given by several landlords of 'damage to their properties' for not returning tenants' deposits. Landlords cannot expect the rental apartment to look exactly how it was five or more years ago when it was newly rented.
I do like the section of the draft legislation stipulating that tenant security deposits be held in an escrow account.

Too many tenants treat apts like a hotel room. They take their belongings, maybe give the place a casual sweep, empty the fridge and they are gone. The next tenant comes in and expects every room to be freshly painted, new appliances and the place spotless.
The miserable half months rent deposit might only paint a room or two. This is why a minimum of at least a full months rent should be required.

As a landlord, I agree with this. Personally, I hate holding rental deposits.
Our children just rented apartments in the UK and they had the choice of paying a traditional deposit or a a one off non-refundable deposit fee equal to a month’s rent. With the traditional deposit, you have to leave the unit in the condition (with the hopes of getting back your deposit) that you found it and with the non-refundable you can just take your belongings and go. Both are handled by an outside firm that works with the property owners. How do you feel about the draft including something similar?
