Reopening stores

Why not allow the plant nurseries and hardware stores operate like the grocery stores do, in respect to specific days of shopping by surname and a limited amount of people in the store/nursery?

Smaller stores with confined spaces should allow customers to shop by appointment.

All sales of items should be non-returnable to avoid the risk of an item going into a home that might have COVID-19 without realizing it and then spreading the virus by having merchandise returned to the store.
