RMI respectfully submits the attached comments in response to the consultation draft of Bermuda’s National Electricity Sector Policy 2026 (NESP 2026).

RMI appreciates the opportunity to provide input on this important policy update and commends the Government of Bermuda for undertaking a comprehensive review of the island’s long-term electricity strategy. Bermuda’s energy transition presents both significant opportunities and complex challenges, particularly in balancing affordability, resilience, reliability, and decarbonization within the constraints of a small isolated island grid.

The observations and recommendations contained in this submission are informed by RMI’s global experience supporting island and isolated power systems, including extensive work across the Caribbean on renewable energy integration, energy storage, distributed generation, resilience planning, regulatory reform, and integrated resource planning. RMI has supported governments, utilities, regulators, and development partners in evaluating least-cost and least-regret pathways that strengthen energy security while reducing long-term exposure to imported fuel volatility and climate-related risks.

Our comments are intended to support the continued evolution of Bermuda’s electricity sector policy framework in a manner that is practical, evidence-based, and implementation-focused, while preserving long-term flexibility and supporting Bermuda’s broader sustainability and climate objectives.
