I'd like to see this law at least spell out the duties/restrictions/limitations/responsibilities of the government more clearly. How will the government be held accountable for invasive species on public property? How will government pay for the necessary abatement? How will the priority of enforcement actions be decided so as not to be selective, discriminatory, or arbitrary?

No. The offenses listed are excessive. "Hey what are you in jail for?" "I imported Surinam Cherry tree seeds" REALLY?
