This submission serves as an evidence-based critique that strongly advocates for amending the Electricity Act of 2015 to transfer total ownership of the Integrated Resource Plan (IRP) to the Regulatory Authority of Bermuda (RAB), thereby eliminating utility bias. The finalised NESP can then direct the RAB to acheive more afforable, reliable and cleaner electricity for the people of Bermuda and our future.
The letter systematically refutes the claim that distributed solar drives up electricity tariffs, identifying the real culprits as population decline, hotel closures, and fossil fuel volatility. Finally, it strongly rejects the proposed pivot to Liquefied Natural Gas (LNG) citing severe global supply risks and stranded asset traps and urges the government to instead invest in flexible, community-driven alternatives like Virtual Power Plants (VPPs) and battery storage.
