The minister should not have to review/sign off on every work permit application. The chief of Immigration is qualified enough to make decisions on regular permits. The minister should only get involved if there is an appeal. This will move things along much faster.

I disagree. The chief of Immigration should be able to but obviously the minister has no faith in their abilities to do so because this hasn't been the case for years. They removed the Immigration board completely since the current Minister took over.
