While additional affordable housing units are needed, long-term affordability will only be achieved by addressing the growing disconnect between wages, housing costs, and economic sustainability.This proposal advances a three-pronged approach. First, Bermuda should establish a Rental Market Transparency and Affordability Framework that provides greater visibility into rental pricing trends and affordability benchmarks. Similar to how salary benchmarking and property sales data inform decision-making, a transparent rental framework would help policymakers, landlords, tenants, and investors better understand market conditions, identify emerging pressures, and support evidence-based policy development.Second, Bermuda must prioritize workforce and middle-income housing to support teachers, healthcare workers, tradespeople, young professionals, and working families who earn too much to qualify for traditional assistance but struggle to afford current market rates. Expanding attainable housing options for this population is essential to workforce retention, economic stability, and long-term community sustainability.Third, Government should implement strategies to bring vacant and underutilized housing units back into the market, providing a faster and more cost-effective means of increasing available housing stock while reducing pressure on both renters and prospective homeowners.Housing policy must be integrated with broader workforce, economic, and community development planning. By focusing on market transparency, attainable housing, and housing utilization simultaneously, Bermuda can create a housing system that supports independent living, economic mobility, family stability, and long-term national resilience.

Measures such as salary ranges in job advertisements, objective pay-setting criteria, and protections against discrimination can help create greater fairness and accountability in the workplace.However, pay transparency should not be viewed as a standalone solution. Transparency can reveal wage gaps, but it does not address the underlying factors that often contribute to those gaps. In Bermuda, disparities in income are also linked but not limited to differences in access to education, professional development, industry exposure, mentorship, and pathways into higher-paying occupations.To achieve meaningful and lasting change, pay transparency legislation should be accompanied by targeted workforce development initiatives that help Bermudians access and progress within high-demand and high-paying sectors. This could include expanded internship and apprenticeship opportunities, professional certification support, mentorship programs, leadership development initiatives, and stronger partnerships between employers, educational institutions, and community organizations.By combining transparency with investment in workforce development, Bermuda can move beyond identifying disparities and begin addressing the root causes that limit economic mobility and access to opportunity. Transparency is a strategy, not the cure.
