Bermuda is facing critical demographic shifts, including a declining birth rate and an ageing population. These trends threaten our economic vitality and the sustainability of our local economy, leading to labour shortages, skills gaps, and rising cost of living. A strong, stable, and well-educated local workforce is essential for social cohesion and the overall well-being of Bermuda.
As part of the Government of Bermuda’s commitment to ensuring the long-term economic prosperity and social well-being of the Island, this consultation seeks your input on a strategic approach to retaining Bermuda’s local workforce. The Position Paper proposes initiatives to encourage Bermudians, both locally and those studying abroad, to build their careers at home. Additionally, it suggests revising the eligibility for Permanent Residency certificates to make Bermuda a more attractive place to live and work.
